ROMI is the international evangelistic outreach arm of our ministry. It serves as a spiritual and ministerial covering to those pastors and ministries that are in need of such covering. During its inception, it grew at a phenomenal rate.

ROMI is a spiritual & ministerial covering committed to exhibiting the true nurturing spirit of Apostolic Fatherhood. Vicar Roston ministers to equip, establish, encourage, counsel, and otherwise support his spiritual family specifically, and the Body of Christ, in general. He is determined to provide a model of integrity and purpose that is designed to help the Church position itself to fulfill the Great Commission.

ROMI, like Times of Refreshing Ministries, exists to bring TERMS to the world. It serves as a vehicle for churches, ministries, and ministers, who have no formal ecclesiastical or spiritual covering, to have a proper relationship to the Body of Christ. Affiliation with ROMI affords these churches, ministries, and ministers the opportunity to demonstrate a greater partnership, accountability, and unity in advancing world evangelism and the governing principles of the Kingdom of God in the earth. ROMI is intended to be a response to the cry that has been heard, "LET THE LEGITIMATE GOVERNMENT OF THE KINGDOM OF GOD, IN THE EARTH, BREAK FORTH".

It is important for churches, ministries, and ministers to be connected to, and a part of, something larger than themselves. Just as the early Church was connected through the ministry of the Apostles, so the Church the end of time must also be connected through the ministry of the Apostles. As the office of the Apostle was first instituted by Jesus, the Christ; it is now the last to be restored by the move of the Holy Ghost in the Church, at the end of time. Thus is the saying fulfilled, " the first shall be last and the last shall be first".

During midyear of 2002, the Lord began to deal with Vicar Roston concerning the office of the Apostle and apostolic ministry. Although he initially resisted the thought, he realized that God was speaking to him & impressing him of the need to surrender his will to God's will. In January of 2003, Vicar Roston informed Bishop Carswell of how the Lord was dealing with him about apostolic ministry and the office of the Apostle. Bishop Carswell confirmed God's apostolic call on Vicar Roston's life and began to mentor him concerning the office of the Apostle.

In late January of 2003, after returning from celebrating his father's 70th birthday, in Huntsville Alabama, Vicar Roston received an email from Rev. Ariel Genito of Mindanao, Philippines. Pastor Genito stated that he had been petitioning God since September of 2002. He said that God had led him to ask Vicar Roston to be his spiritual & ministerial covering; thus, becoming the first international son of Times of Refreshing Ministries.

We acknowledge that we are living at the end of the age; Jesus is soon to return. We must do all that we can to reach the unsaved and help stabilize the newly converted. To that end, we are committed to help feed the body of Christ, in every way we can. ROMI is a vehicle to provide the means for churches, ministries, and ministers to climb to a higher level of effectiveness as they do world evangelism and establish new converts. This international outreach ministry serves as a source to provide spiritual resources to those in need of assistance as they grow the ministry of Jesus Christ in their part of the vineyard. We exist to provide an OASIS where the leaders of God can be refreshed, restored, counseled, taught, and held accountable to provide ministry as they have been called and commissioned to do, by God.

ROMI does not seek to control any affiliate/member, nor does it impose any unsolicited guidance. We only offer guidance and leadership as we are granted permission to do so. We involve ourselves with world evangelism, church planting, training, discipleship, and instruction on a global basis, by the commissioning power of the Holy Spirit. Although the looks and styles of the different churches, ministries, and ministers may vary, all shall be committed to the Kingdom of God; His Lord, Christ Jesus; and building His Universal Church. None of our members shall participate in any activity that tears down the Church; corporately or individually. Our affiliates shall glorify God by properly representing Him in the earth as: faithful ministers of reconciliation, ambassadors of His peace; and reflections of His holiness.

As the second coming of Messiah Jesus draws near, the body of Christ MUST become proactive in its approach to world evangelism and the spiritual restoration of Israel. Since these two things bear such an enormous influence upon His return, ROMI is committed to advancing the Kingdom in these two areas. In addition to praying for the peace of Jerusalem, we must include Israel in our global evangelistic efforts. We exist to be an anointed conduit of "end times" preaching and teaching. We advocate the cutting-edge message of God's mandate for the Church to understand the restorational process and plan of God, for the Bride of Christ, at the end of the age.

It is the contention of Vicar Roston that we are now over 2000 years beyond the "last days". According to Jewish eschatology, the last days refer to the time period surrounding the advent of the Messiah. Since Jesus is the Messiah, we bear witness of the truth recorded in Acts 2: 16. In this passage of Scripture, Apostle Peter proclaimed, "But this is that which was spoken by the prophet Joel. And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh..." We are no longer operating in the last days; we are presently ministering at the end of time. As such, the quality of our ministry should reflect an acknowledgement of the time frame in which we are operating.

ROMI is an apostolic, multi-ethnic, international, spiritual support, evangelistic outreach ministry. It leads, guides, instructs, and encourages churches, ministries, and ministers in a common vision of global evangelism, spiritual instruction, and the establishment of new converts in the foundation teachings of the Church.

At its core, ROMI IS NOT a financial helper, bank, or monthly financial support system for ministries in need. A church, ministry, or minister SHOULD NOT enter into a relationship with ROMI for the sole reason of expecting to receive monthly financial assistance. Although an affiliate might be the recipient of a seed offering from our organization, that is the exception, not the norm. Although the benefit of spiritual and ministerial covering by Vicar Roston IS NOT conditional upon receiving financial support from the affiliates, it would be greatly appreciated. We ask all ROMI affiliates to prayerfully consider supporting this organization with tithes and offerings. Without your support, the financial weight of providing teaching materials, and mailing them to international locations, rests squarely on the shoulders of Bishop Roston. We need your support to help defray these costs, and to allow us to continue to provide these services to an ever-growing number of churches, ministries, and ministers.
